L'InterPares (nom inv. genre mais parfois féminisé en InterParesse) est le titre donné au ou à la Présidente de la Confédération scanthéloise.
Sommaire
Ses tâches
Il organise et répartit les tâches qui incombent au Gouvernement, la Table Ronde. Il peut représenter le pays en dehors des frontières bien que cette tâche soit souvent assumée par le ou la Cheffe du DSHAE.
Son rôle
L'InterPares est donc le Chef de la Table Ronde, son rôle est également de faire vivre les débats à l'Assemblée Fédérale.
Son rôle au Freineubourg
Depuis 2017, l'InterPares est aussi le co-chef d'État du Semi-Condominium de Freineubourg. En cette occasion, il porte le titre de Co-Capitaine Régent.
Sa résidence
L'InterPares n'a aucune résidence officielle. Il travail et reçoit dans le bureau de l'InterPares qui se trouve dans les bâtiments du Parlement et peut également occuper les bureaux d'un Département (Ministère) s'il en détient un en même temps.
Sa résidence officielle est donc sa résidence usuelle. La tradition pacifique et très calme du pays fait qu'il n'y a aucune sécurité particulière aux alentours de sa résidence. L'InterPares est donc une personne comme «tout le monde» quand il ou elle rentre dormir chez soi à la maison. Dans l'Archipel, c'est le seul Chef d'État ne bénéficiant d'aucune sécurité personnelle ni d'aucune résidence spécifique.
Son élection
Le mode d'élection de l'InterPares fut d'abord fixé par la Loi sur la Durée du Mandat Présidentiel jusqu'en 2006, puis par l'Article 4 du Code des Votations Fédérales jusqu'en septembre 2015. Depuis cette date, son élection est régie par les Article 12 à 16 de la Loi sur les Scrutins Fédéraux. Il est élu au scrutin direct universel majoritaire sur 2 tours, sauf si un candidat est élu dès le premier tour.
Au 2 février 2021, il y a eu en tout 53 InterPares.
